As a part of Avista’s environmental compliance team, the Environmental Specialist/Scientist in this role is primarily responsible for regulatory compliance with local, state and federal regulations for solid and hazardous waste management and related regulatory areas in support of broader utility operations. The role is expected to promote a high level of environmental performance by designing and implementing waste management, training and awareness programs related to both internal and external stakeholders.
More broadly, this role is part of a team of professionals covering all areas of environmental compliance for utility operations. The ideal candidate should be able to apply their experience, knowledge, and training to implement compliance measures consistent with Avista’s environmental policy across multiple regulatory settings. They should be comfortable in providing all types of environmental management activities such as compliance monitoring and reporting, project analysis and permitting, on-site auditing, identification and risk assessment and regulatory policy review as needed. Additionally, this specific role oversees various waste handling contractors that support the handling and transportation of our wastes.
Preferred Experience Includes
+ An emphasis on RCRA regulations and Washington State dangerous waste management activities including universal and electronic waste reporting, as well as MTCA/CERCLA
+ Able to designate hazardous waste, including collecting samples of new waste streams generated, characterizing waste streams, and partnering with the Avista Hazardous Waste Technicians to create waste profiles with vendors to support disposal requirements
+ Perform compliance inspections, and utilize tracking tools to issue recommendations and corrective actions to responsible stakeholders.
+ Preparation, Communication and Reporting for Community Right To Know (CRTK) programs.
+ Support audits and inquiries from regulatory agencies, including State agencies, EPA, and local Fire Departments.
+ Field experience at a utility or other industrial facility and demonstrated capacity to identify, communicate and vet environmental compliance requirements with facility managers, project managers, engineers, construction crews, and various regulators.
+ Ability to interpret existing and review proposed regulations essential.
