Job Description
Essential Duties and Responsibilities
Manage GIS System
- Supervises and administers the operations of the GIS mapping system;
- Develops and maintains standards for GIS deployment and use, including data audits and quality control measures;
- Maintains and administers ESRI ArcSDE geodatabase, ESRI ArcGIS, and web applications;
- Works with departmental customers and central agency staff in planning, design, development, configuration, testing, implementation and maintenance of large-scale GIS applications and web portals, backend processing modules and associate data layers and databases;
- Administers, produces, and maintains the maps, data layers, tables and/or other records to be used for permitting, zoning, transportation, environmental, and land management decisions;
- Creates GIS-related documents, including maps, charts, graphics, and related products and analyzes trends in data to inform management and aid in decisions;
- Develop data layer update schedules/plans and coordinate execution of this work in conjunction with other departments;
- Reviews maps, charts, surveys, plats, deeds, aerial photographs, and related documents to obtain data;
- Reviews legal records including surveys, deeds, plats, maps, etc. to identify and map county right-of-ways;
- Designs, develops, installs, and maintains computer programs, systems, databases, and interface systems for assigned departments and individual users of the County network system;
- Designs reporting, data entry screens, processes and related systems for users;
Support & Training
- Writes documentation, including technical/user manuals, for new programs and systems; Provides technical training and support to County employees;
- Provides technical expertise and training to employees with mapping software, GIS equipment operations, download of data, and reporting.
- Hiring or recommending the hiring of GIS staff and related personnel; Supervising, monitoring and evaluating the work of GIS staff;
- Ensure that staff using GIS has training and technical support as needed;
Tech Support & Contracts
- Monitor GIS operations, troubleshoot, diagnose and solve performance issues, and work with the appropriate resources to resolve them; Analyzes and recommends system upgrades and equipment;
- Manages external vendor relationships with contract administrators to review/negotiate/revise relevant contracts and service level agreements;
Other Duties and Responsibilities

- Prepares informational newsletters, brochures, and presentations;
- Prepares letters and other mailings;
- Performs all work duties and activities in accordance with County policies, procedures, and safety practices;
- Performs other related duties as required.
Competency Requirements
Knowledge of:
GIS Software, Tech, and Concepts
- GIS concepts and analytical techniques and/or developing complex applications to display land use, environmental, economic, and/or demographic data in multiple formats;
- GIS database administration and management principles, methods and techniques, including quality control methods and practices;
- Must be proficient in GIS database planning, design, and implementation; Mapping and property description terminology; Aerial photography interpretation;
- Knowledge of GIS software tools and applications including but not limited to ESRI ArcGIS, ESRI ArcSDE, and AutoCAD suite;
- County geography and GIS mapping; County, state, and other applicable codes, ordinances;
General Tech & Support
- Operation of a personal computer and associated software for computer mapping software, GIS, spreadsheets, word-processing, and other required applications;
- Customer service procedures, techniques, and objectives; Contract administration methods and techniques; Train others in the use of GIS applications;
- Effective team-building and staff management skills; excellent written, oral, and interpersonal abilities; Business and technical writing;
Ability to:
- Use a variety of legal descriptions, surveys, property descriptions, maps, plats, and aerial photographs to create computerized maps using the GIS or other specialized computer mapping system;
- Create, maintain, and update a GIS map and database system;
- Use experience & judgment to plan & accomplish goals;
- Lead others;
- Organize, plan and complete projects efficiently;
- Analyze complex problems, evaluate alternatives, and make sound, well-structured recommendations;

Acceptable Experience and Training
- Bachelor’s degree from an accredited university in GIS, GIScience, Cartography/Geography, Earth Science/Geology, Engineering, Computer Science, Urban Planning, or Civil Engineering with an emphasis in GIS; and
- Significant experience in the GIS profession with progressively responsible experience leading complex GIS application and database projects and analytical assignments to meet broad scale business, information and decision-support requirements;

- OR an equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work;
- GISP Professional Certification is preferred;
