An Account Clerk II performs technical accounting tasks for the Sheriff's Office. This position is responsible for performing difficult financial record keeping tasks required for balancing and maintaining financial records for the Sheriff. The work is performed in most instances under general supervision and the incumbent makes independent decisions in most cases. The position is located in the Ada County Sheriff's Office, Administrative Services Bureau. Essential Functions
- Reconciles accounts receivable (this includes receipting and disbursing all funds);
- Makes the entries required to bring accounts into balance;
- Reconciles bank statements, determines the entries required to bring accounts into balance;
- Sends out billings for services rendered;
- Monitors checking account balance;
- Calculates payments and amounts due;
- Accounts for and deposits funds;
- Receives requisitions for purchases;
- Verifies the availability of funds;
- Monitors the status of purchase orders;
- Receives vendor invoices and verifies the invoice is complete and proper;
- Completes voucher and makes sure items ordered have, in fact, been received;
- Monitors obligations against approved procurement plan;
- Maintains a petty cash fund, keeps detailed records of expenditures, and balances and accounts for funds disbursed;
- Audits various cash funds on a regular basis;
- Determines amounts of refunds due under a variety of programs and processes the refund due;
- Prepares monthly reports of the financial activities;
- Audits and investigates non-redeemed issued checks;
- Furnishes information to other entities on matters relating to accounts maintained.
ADDITIONAL FUNCTIONS
- Registers employees for training courses and seminars;
- Provides employee with per diem for travel, audits employee travel voucher upon completion of travel and makes payments necessary to reimburse employee;
- Performs related functions as required.
Job Requirements
- Must possess a high school diploma or equivalent;
- A minimum of two years of previous bookkeeping or related experience;
- Knowledge of Oracle based financial systems preferred;
- Knowledge of double entry bookkeeping systems and procedures;
- Knowledge of modern office equipment, practices and procedures;
- Knowledge of business arithmetic;
- Ability to operate a personal computer and 10-key calculators;
- Ability to balance and maintain a complete set of double entry financial records;
- Ability to grasp the relationship between numbers, accounts and items in accounts;
- Ability to understand and carry out complex verbal and written directions;
- Ability to prepare detailed fiscal reports;
- Ability to keep complex clerical records;
- Ability to communicate effectively verbally and in writing;
- Ability to handle, count, and balance amounts of money;
- Ability to use appropriate telephone etiquette;
- Ability to maintain confidentiality;
- Ability to maintain effective working relationships.
OTHER REQUIREMENTS
- Must appear before an oral board and pass a polygraph and background investigation prior to being hired;
- This position has been designated safety sensitive and therefore the incumbent is subject to random drug testing.
Work Environment & Physical Demands
- Work is performed primarily in an office environment and the employee in this class is subject to inside environmental conditions;
- May be required to lift up to 20 lbs.;
- Requires sufficient personal mobility and physical reflexes, which permits the employee to function in a general office environment to accomplish tasks.
