Job Description

Our Head of Enterprise Architecture and Enterprise Common Technology Services provides strategic and technical leadership for the organization's enterprise technology ecosystem. This role ensures that IT investments, platforms, and architectures align with business strategy, enable interoperability, and promote scalability, security, and cost efficiency. The leader oversees the design and governance of enterprise architecture (EA) and the delivery of shared technology services that support the entire healthcare payer enterprise - including integration, APIs, cloud, data platforms, and foundational infrastructure.

This role has preference for flexible hybrid location (onsite Meridian Idaho campus, and work-from-home); there may be opportunity for fully remote work within a mutually acceptable location. #LI-Remote; #LI-Hybrid

Key Responsibilities

Strategic Leadership
  • Define and execute the enterprise architecture vision, strategy, and operating model aligned with the organization's business and digital transformation goals.
  • Partner with business, IT, and transformation leaders to translate strategic objectives into enterprise technology capabilities and roadmaps.
  • Lead the design and adoption of modern architectures (cloud-native, microservices, API-first, event-driven, and data-centric) that enable agility and interoperability across payer platforms.

Enterprise Architecture (EA)
  • Establish architecture governance processes to ensure alignment, standardization, and reuse across applications, data, infrastructure, and security domains.
  • Maintain the enterprise technology blueprint, including current and target-state architectures and transition plans.
  • Guide major transformation programs (e.g., core platform modernization, cloud migration, digital front door, data modernization).
  • Partner with cybersecurity and compliance teams to embed security and privacy by design.

Enterprise Common Technology Services (ECTS)
  • Lead delivery and continuous improvement of shared enterprise technology services including:
  • Integration and API platforms
  • Cloud platforms and shared infrastructure
  • Enterprise DevSecOps tools
  • Monitoring, observability, and service management tools
  • Drive simplification, reuse, and scalability of common services across lines of business and across Information Technology.
  • Manage vendor partnerships and technology lifecycle for enterprise platforms and tools.

Technology Governance & Standards
  • Establish and enforce enterprise technology standards, reference architectures, and design patterns.
  • Ensure consistent use of modern, interoperable, and secure technologies across business applications.
  • Partner with Procurement, Risk, and Compliance teams to assess emerging technologies and manage technical risk.

Collaboration & Leadership
  • Lead a high-performing team of enterprise architects, solution architects, and common services engineers.
  • Collaborate closely with IT delivery teams, operations, and business stakeholders to drive alignment and execution.
  • Serve as a trusted advisor to senior leadership, communicating architectural strategy and value in business terms.

Qualifications

Education & Experience
  • Bachelor's degree in Computer Science, Engineering, related field, or equivalent work experience (Two years' relevant work experience is equivalent to one-year college).
  • 10+ years IT experience, to include 5-10 years of progressive IT leadership experience. Experience must also include 3+ years leading enterprise architecture or common technology functions.
  • Experience in healthcare payer or other highly regulated industry preferred.
  • Proven success designing and governing enterprise-scale architectures across multiple domains (applications, data, infrastructure, cloud, and security).

Skills & Competencies
  • Understanding of enterprise architecture frameworks (TOGAF, Zachman) and cloud-native design principles.
  • Expertise in modern integration, API management, data platforms, and hybrid cloud architectures.
  • Strong understanding of healthcare data standards (FHIR, HL7, HIPAA) and interoperability requirements.
  • Excellent stakeholder management, communication, and influencing skills.
  • Ability to balance long-term strategic vision with pragmatic delivery.

  • Reduction in technical debt and platform redundancy.
  • Improved speed, scalability, and reliability of enterprise systems.
  • Positive stakeholder feedback on architectural governance and collaboration.

As of the date of this posting, a good faith estimate of the current pay range is: $150,000 - $225,000. The position is eligible for an annual incentive bonus (variable depending on company and employee performance). The pay range for this position takes into account a wide range of factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, relevant experience, skills, seniority, performance, shift, travel requirements, internal equity, geography, business or organizational needs, and alignment with market data. At Blue Cross of Idaho, it is not typical for an individual to be hired at or near the top range for

the position. Compensation decisions are dependent on factors and circumstances at the time of offer.
