Job Description
Blue Cross of Idaho is seeking a Manager Data Platform Services to help lead our Data Strategy & Engineering team's journey to Cloud Enterprise Data Platform (EDP). As we modernize and optimize our Data & Analytics program via consolidation of legacy data platforms onto AWS & Snowflake through redesign, we will be enabling a suite of leading capabilities to support the spectrum of business needs with key cloud and big data technologies, including: AI/ML, streaming data, data lake and data warehouse, self-service and delivered reporting. This important role will lead a team of experts in delivering our EDP architecture, roadmap, integration strategy, and play a key role in stakeholder engagement across BCI.We'll look to you to lead execution and delivery of platform enablement initiatives and enhancement efforts on Snowflake, while inspiring the team to actively seek opportunities for improvement and innovation. Your team of specialists establish the technical roadmap that supports build of use cases on the data platform, and works with data governance and security to establish guidelines to measure, track and improve key operational metrics in support of security, privacy, automation, and financials. You will interface with external vendors for proactive management of application lifecycle of various tools, technologies, know-how, and bringing in best practices into the platform, while working very closely with Data Governance, Product, Security, IT Engineering teams, and other business teams in delivering sustainable functionalities and ensuring commitments to internal and external customers are consistently met.

Key Responsibilities:
Team Leadership and Management
- Supervise, mentor, and grow a team of architects, engineers and platform specialists.
- Manage project timelines, resource allocation, and team performance, including hiring and professional development
- Foster a culture of innovation, collaboration, and delivery excellence
- Contribute to thought leadership in data governance, strategy, platform roadmap aligning with data initiatives and broader business goals.
- Oversee design and maintenance of the company's data architecture, data lake, warehouses.
- Maintain vendor relations, help adapt to change, manage application life cycle of critical technologies
- Lead the design and development of scalable, resilient, and reliable data platforms and pipelines.
- Manage the operational aspects of the data platform, including performance monitoring, automation, and incident response.
- Define and enforce SLAs for data processes and quality to ensure data freshness and reliability
- Contribute to the definition and enforcement of policies, procedures, and quality standards in partnership with Data Governance
- Collaborate with IT security and compliance teams to safeguard data assets and ensure adherence to privacy laws like HIPAA.
- Implement access controls and auditing procedures to protect sensitive data.
- Partner with business stakeholders, data scientists, and analytics teams to understand their needs and deliver valuable data solutions.
- Clearly communicate complex data concepts, findings, and strategy recommendations to both technical and non-technical audiences.

Required Education: Bachelor's degree in Computer Science, Information Systems, or equivalent work experience is required (two years' relevant work experience is equivalent to one-year college). Currently hold, or ability to obtain within 6 months, relevant certifications such as SnowPro Core (Snowflake) and/or AWS Cloud Practitioner, etc. is highly preferred.
Required Experience: 7/+ years of experience in data engineering, data management, or a related technical role, with several years in a leadership and/or managerial capacity. Strong preference for subject matter knowledge in Healthcare payer domain. Experience should include:
- Administering cloud-based data platforms (e.g., AWS, Azure, GCP), including services like Snowflake or Databricks.
- Expertise in data architecture, data warehousing, and ETL/ELT processes.
- Proficiency in programming languages like Python, R, or Scala.
- Advanced knowledge of SQL and experience with database management systems.
- Familiarity with modern data tools and concepts such as dbt, Apache Airflow, and Infrastructure as Code (IaC).
As of the date of this posting, a good faith estimate of the current pay range is: $128,646 - $192,969. The position is eligible for an annual incentive bonus (variable depending on company and employee performance). The pay range for this position takes into account a wide range of factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, relevant experience, skills, seniority, performance, shift, travel requirements, internal equity, geography, business or organizational needs, and alignment with market data. At Blue Cross of Idaho, it is not typical for an individual to be hired at or near the top range for the position. Compensation decisions are dependent on factors and circumstances at the time of offer.
