Temporary Need Statement:

Manna’s Donuts is a family-owned donut and coffee business located in Boise, Idaho. The business began operations in 2023 and initially operated primarily through the labor of the owners and immediate family members. The business has historically relied on owner and family labor to perform production, preparation, packaging, deliveries, and daily operations.

Beginning in 2025, the employer experienced an extraordinary and unexpected increase in wholesale demand associated with the ID1/Micron construction project in Boise. This customer-driven increase in demand resulted in a substantial increase in donut production requirements beyond the employer’s normal retail operations. The employer currently produces approximately 250 dozen donuts per day for wholesale and retail customers, including large daily wholesale orders.

The employer’s need for additional workers is temporary and is based on a peakload increase in demand caused by this external construction-related project. The employer is not seeking H-2B workers to replace its existing workforce or for normal ongoing staffing requirements. Instead, the requested temporary workers are needed to supplement the employer’s existing workforce during this extraordinary period of increased production demand.

The employer has attempted to recruit U.S. workers through local advertising, including job postings and social media recruitment efforts. Despite these efforts, the employer has been unable to obtain sufficient local workers willing and available to perform the required bakery production duties, including preparing dough, frying donuts, decorating, filling, packaging, preparing wholesale orders, loading deliveries, and cleaning production areas.

The employer has added available local employees as demand increased; however, the existing workforce remains insufficient to meet the temporary increase in production requirements. The owners and immediate family members have continued working extended hours to support operations, but the increased workload has exceeded the capacity of the available workforce.

The employer is requesting two temporary H-2B workers to supplement current staffing during the peakload period from October 12, 2026 through July 11, 2027. The temporary labor need is directly related to the extraordinary increase in customer demand associated with the Idaho1/Micron construction project. The employer anticipates that this peakload demand will decrease when the construction-related demand declines upon completion of the project.

The requested workers will perform bakery production and support duties, including food preparation, donut production, decorating, packaging, wholesale order preparation, delivery preparation, and sanitation duties. These duties are necessary to allow the employer to maintain current customer obligations while continuing to operate its normal business.

Requirements:
No minimum education required. No experience required; employer will train. Must be able to stand for extended periods and lift/carry up to 50 pounds occasionally. Must maintain professional hygiene and workplace appearance standards.

Housing:
Employer will assist workers in locating housing near the worksite. If employer-secured housing is provided, optional reasonable deductions may be made from payroll with voluntary written authorization by the worker and in accordance with applicable law.

Transportation and Subsistence:
After completion of 50 percent of the work contract period, employer will reimburse inbound transportation and daily subsistence expenses from the place from which the worker has come to work for the employer, whether in the U.S. or abroad, consistent with 20 CFR 655.20(j)(1)(i). Upon completion of the work contract or if dismissed early by employer, employer will provide or pay for return transportation and subsistence consistent with 20 CFR 655.20(j)(1)(ii).

Employer will reimburse workers in the first workweek for all visa, visa processing, border crossing, and related fees required by the government, excluding passport expenses.

Employer will provide all tools, supplies, and equipment required to perform the job without charge.
