The Idaho Department of Labor is seeking a skilled, mission-driven WIOA Supervisor to lead and support the delivery of Workforce Innovation and Opportunity Act services across the workforce system. Reporting to the Bureau Chief, the WIOA Supervisor provides oversight and direction for Workforce Innovation and Opportunity Act program operations. This position supervises staff, supports program administration, monitors budgets, and helps ensure WIOA services are delivered in compliance with federal and state requirements. **Salary offered will be based on qualifications and experience. To learn more about the Idaho Department of Labor, please visit our website at www.labor.idaho.gov Example of Duties:+ Supervise, support, and provide direction to staff responsible for WIOA program activities, reporting, compliance, technical assistance, and service delivery.
+ Oversee day-to-day program operations and help ensure staff have clear expectations, guidance, and tools to perform their work effectively.
+ Assist with WIOA budget development, budget tracking, expenditure review, obligations, and funding projections.
+ Work with fiscal staff to monitor spending, identify budget concerns, and ensure funds are used appropriately and timely.
+ Support administrative entity responsibilities, including grant administration, contract oversight, procurement coordination, policy development, monitoring, reporting, and board-related activities.
+ Help ensure WIOA programs comply with federal regulations, state policy, grant requirements, and internal procedures.
+ Review program data and performance outcomes to identify trends, gaps, risks, and areas for improvement.
+ Assist with the development, review, and implementation of WIOA policies, procedures, desk guides, forms, and staff training materials.
+ Coordinate with internal teams, local offices, service providers, contractors, and workforce partners to support effective delivery program.
+ Participate in monitoring activities, file reviews, corrective action follow-up, and continuous improvement efforts.
+ Prepare reports, summaries, presentations, and recommendations for leadership, workforce boards, federal partners, and other stakeholders.
+ Support procurement and contract management activities related to WIOA services, vendors, training providers, or special projects.
+ Provide technical assistance to staff and partners on WIOA eligibility, services, documentation, performance, fiscal requirements, and program expectations.
+ Help align WIOA activities with workforce priorities, employer needs, career pathways, training opportunities, and partner programs.

+ Some knowledge of management practices. This is typically gained by one year of work experience that included all the essential elements of management (Planning, Organizing, Leading and Controlling) OR completion of two upper division college-level courses, or approximately 60 hours of management training, that included all the essential elements of management AND six months of work experience performing all the management elements.
Experience:+ Developing procedures and/or monitoring a budget. Typically gained by at least one year of experience developing procedures and/or monitoring a budget which included allocating expenditures, reconciling accounts and making fund transfers, or supervising these functions.
+ Supervising staff. Typically gained by at least one year of experience where responsible for interviewing and selecting staff, providing work direction and training, evaluating performance and generating employer problem solving solutions. Include the length of time, number and level of staff supervised. This could be supporting staff and/or a limited number of staff
+ Providing liaison with customer/provider groups. Typically gained by at least one year of experience working with one or more community groups of adults or providing liaison with customers and/or provider groups in a leadership role to share information, coordinate efforts and/or achieve shared goals.
+ Interpreting federal or state regulations. Typically gained by at least one year or more with responsibility for reviewing documents or actions for compliance with laws, regulations, and/or policies; OR through explaining to others how laws, regulations or policies apply to specific situations.
Preferred Qualifications:
+ Experience with workforce development, employment and training programs, grants, federally funded programs, public administration, or a related field.
+ Experience developing reports, tracking performance, reviewing data, and identifying operational issues.
+ Strong written and verbal communication skills.
+ Ability to work with internal teams, external partners, contractors, leadership, and workforce system stakeholders.
+ Knowledge of WIOA Title I Adult, Dislocated Worker, and Youth programs.
+ Understanding of administrative entity responsibilities within the workforce development system.
+ Experience with procurement, contract monitoring, grant administration, or compliance reviews.
+ Ability to explain complex program requirements in a clear and practical way.
+ Ability to support staff through change, solve problems, and make sound decisions.
