Summary This position is located in the Office of the Assistant Chief of the Facilities Management Service at the Boise VA Medical Center (BVAMC). This position serves as the Interior Designer responsible for managing an integrated Interior Design Program through the conceptualization, planning, development, supervision, and implementation of work pertaining to Interior Design. Responsibilities Major duties and responsibilities include: Serves as a Consultant Adviser, Specifier, and Designer of all spaces involved in new construction and renovation drawings provided by Architects/Engineers, as well as the Designer for In-House Construction Crew; Develops and directs planning and scheduling of short and long range interior improvement projects; Investigates, researches, selects, and specifies furniture, furnishings, and accessories with input from users; Prepares technical drawings and specifications for Station-Level, Non-Recurring Maintenance (NRM) and Minor construction projects consistent with generally accepted engineering and construction practices. Prepares floor plans, finish plans, furniture plans, elevations, finish schedules, presentation boards, and cost estimates that are complete and accurate; Works closely with Facility Management Service personnel to assure suitable materials and colors are used in all construction projects; Reviews architect submittals for compliance with regulations and facility design criteria, acting as a Technical Representative for design and finish matters; Monitors, inspects, and certifies that work completed by contractors meets contract specifications; Administers and supervises service contacts for interior design projects such as with the installation of artwork, carpet, window coverings, custom millwork, and systems furniture; Responsible for the design, cost estimates, inspecting the work, and certifying that the final product meets contract specifications; Collaborates closely with the Medical Center Facility Management staff to track, identify, record, coordinate, and inform of Project Progress; Supervises and manages flooring replacement projects and remodel projects by coordinating, directing and inspecting work to ensure proper design, material use, and installations are completed as designed on time and in budget; Reviews shop drawings, contract drawings, and manufacturer’ equipment drawings making necessary changes to insure proper fit and operation; Researches acoustical performance, appropriate ergonomics, adequate lighting, and color coordination; Originates and enters orders for furniture, signage, window coverings, privacy curtains, floor coverings, art work, ambient lighting, accessories, and interior landscaping; Meets with requestors to evaluate ergonomic concerns. Selects products and coordinates installation. Follows up to assure products selected meet the needs; Develops and maintains standardization of Color Schemes/Themes and Signage and Wayfinding system; Advises and recommends improvements for all patient care environments including; Primary Care, OR, ICU, SDU, 2MS, CLC, Hospice, RSAT, Behavioral Health, Optical, Dental, Sleep Lab, Research, Women’s Wellness Center, and Blood Lab; Advises and recommends improvement for all employee work environments including; offices, labs, kitchens, shops, industrial, laundry, warehouse, garages, etc.; Assures that all furnishings used meet all the applicable life safety and environmentally preferred standards; Assess pre-occupancy conditions and conducts post occupancy assessments; Evaluates and complete technical reviews for Contracting Officers making recommendations of vendors to Contracting Officers; Prepares project budgets and yearly furniture and finishes budgets; Prepares budgetary figures for construction projects for supplemental agreements; Coordinates the activation process for newly completed buildings and renovations; and Performs other duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Qualifications To qualify for this position, applicants must meet time-in-grade and specialized experience requirements within 30 days of the closing date of this announcement, 07/23/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
