Complete job description available upon request to the Department of Human Resources.DEFINITION: Strategically directs and manages the Health Promotion Division of Missoula Public Health. Provides leadership in protecting the health of Missoula County and achieving the MPH mission and vision statements. EXAMPLE OF DUTIES: Manages multiple programs for the Health Promotion Division of Missoula Public Health. Serves as a member of the department management team. Provides technical assistance to program managers and staff. Supervises employees in the Health Promotion division including hiring, training, performance management, discipline and termination of employees. Develops staff training programs. Ensures that programs address current community needs and gaps and are adapting to a dynamic public health landscape. Supervises the Infectious Disease team. Ensures that the Infectious Disease team meets required benchmarks and Department expectations when responding to reportable disease notifications. Ensures that staff with Infectious Disease expertise are available to respond to an urgent issue on nights and weekends. Consults with the MPH Medical Advisor on complex infectious disease cases or outbreaks. Consults with the Chief Health Officer and County Attorney’s office to determine available and appropriate disease intervention action. Establishes and maintains strong relationships with local organizations and healthcare partners. Educates healthcare providers on the required actions and best practices when reporting diseases and when providing care to someone who has, is suspected of having, or who has been exposed to a communicable disease. Coordinates with area healthcare providers and the MPH clinic staff on disease screening, testing, prophylaxis, and treatment. Directs the development, implementation and evaluation of local and regional population-based health programs in areas such as tobacco, obesity, traffic safety, cancer prevention, suicide prevention; chronic disease and injury prevention; substance use disorder prevention; communicable disease control, and other population health and prevention-based initiatives. Participates on internal teams to develop community health assessments and community health improvement plans. Forms community partnerships and develops and works extensively with many community groups focusing on health promotion objectives. Plans, implements, and monitors division budget and grants. Ensures that Division staff are aware of and in compliance with financial policies and procedures. Responsible for tracking grant deliverables and ensuring that grant reports are timely, accurate, and complete. Evaluates and reports on programmatic return on investment. Adapts or discontinues programs that do not align with current community priorities or strategic focus. Monitors and advises on policy issues and advocates for policy changes with elected and appointed officials including the legislature. Responds to public health incidents and emergencies. Leads and participates in department-wide performance management, quality improvement, workforce development, emergency preparation, planning and implementation of community and department plans and accreditation requirements.MINIMUM QUALIFICATIONS: Requires a Master’s degree.
