Summary You will serve as a Business and Commercial Services Manager at Yellowstone National Park. This announcement is open to career transition eligibles (CTAP, ICTAP, RPL) ONLY. Responsibilities Some of the major duties you will perform include but are not limited to the following: Serves as a key member of Yellowstone’s management team and is the principal advisor to the Superintendent, Deputy Superintendent, and other division chiefs on business and commercial services. Plans, develops, and manages all aspects of the financial and commercial services programs, including: base budget funds, project funds, concession franchise fees, and donated money, totaling approximately $90 million; and is also responsible for an equally complex commercial services program that includes sixty-nine concession contacts and over two hundred and fifty commercial use authorizations with services including lodging, food, beverage, general stores, service stations, medical clinics, overshow vehicle trips, and saddle and pack stock trips. Collaborates on significant issues with gateway communities and local, state, and Federal government officials. Leads a team of commercial and business services staff; executing hiring, performance management, employee development, and accountability functions. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. You may be required to travel overnight away from home occasionally. You must obtain a government charge card for travel purposes. A financial disclosure report will be required within 30 days of appointment. You are required to complete training, obtain and maintain a government credit card with travel and purchase authority. You must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or © Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program. You must be at least 18 years of age or older to operate government vehicles. Qualifications Requirements Continued… As a condition of employment for accepting this position, you will be required to serve a one-year probationary period during which your fitness and whether your continued employment advances the public interest will be evaluated. This probationary period is an extension of the appointment process and therefore requires the agency to determine if continued employment would advance the public interest, meet the organization goals and mission of the agency, and/or otherwise promote the efficiency of the service. In determining if your employment advances the public interest, the agency will consider: your performance and conduct; the needs and interests of the agency; whether your continued employment would advance organizational goals of the agency or the Government; and whether your continued employment would advance the efficiency of the Federal service. Under applicable law, the employment of an individual serving a probationary or trial period automatically terminates when that period ends unless the agency affirmatively certifies, in writing, that the individual’s employment should continue and that their appointment should be finalized. In the absence of agency action to affirmatively certify continued employment beyond the probationary or trial period, such appointments are terminated. Upon completion of your probationary period your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest. This is a supervisory position that may require completion of a supervisory probationary period. Qualifications: All qualifications must be met by the closing date of this announcement-08/18/2026-unless otherwise stated in this vacancy announcement. To receive credit for experience, your resume MUST state either “full-time” (or “40 hours a week”) or “part-time” with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-14 grade level you must meet the following: Specialized Experience Requirement: you must possess at least one full year of specialized experience equivalent to the GS-13 level in the Federal service (obtained in either the public or private sectors). Specialized experience is defined as demonstrated experience: performing complex financial and operational management duties for concessions typically found in the hospitality or similar industry, implementing policies and procedures relative to a business management program in the hospitality or similar industry; participating in the development and implementation of prospectuses and new contracts for hospitality or similar functions; monitoring status of funds or financial transactions for an organization; analyzing and reconciling budget and fiscal documents; and explaining, recommending, or providing guidance on financial/budget regulatory or statutory requirements, policies, and procedures. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education This position does not allow substituting education for experience.
