The Idaho Department of Insurance (DOI) (https://doi.idaho.gov/) is searching for a full-time Technical Records Specialist 3. This position reports to the Examiner Financial Analyst Supervisor in our Company Activities – Analysis section.
This role will be responsible for the review of complex applications for admission to the Idaho market and compliance of entities. This role will also determine the relevant components of issues for decision making, problem solving, and to identify actionable steps to be taken.

RESPONSIBILITIES:
+ Analyze, review, and verify documentation to ensure compliance with laws, regulations, and policies
+ Contact parties to explain changes, actions, errors, and ask fact-finding questions to verify information, resolve problems and/or gain compliance
+ Track and process reports, applications, corporate changes, record changes, and more within electronic systems
+ Process, review, and verify documents to determine appropriate action, including recommendations of legal action
+ Defend determinations regarding legal actions
+ Perform independent research using multiple sources to resolve complex issues and discrepancies
+ Conduct 2nd level review and approvals of applications reviewed by the Technical Records Specialist 2 (TRS2) on the team
+ Collaborate with IT to update DOI’s website in alignment with state requirements
+ Provide work direction, oversight, guidance, and training for the TRS2
+ Maintain accurate and complete records on electronic database including custodial deposits, agreements, and other related records that are required of licensed insurers
+ Serve as a DOI representative in response to legal actions, enacted denial rights, and/or during a hearing as needed
+ Monitor entity information to identify and resolve discrepancies, and ensure integrity
MINIMUM QUALIFICATIONS (MQs):
Some knowledge of:
+ Supervisory practices
Typically gained through the successful completion of at least two (2) college courses or related training specifically covering supervisory practices; OR at least six (6) months of experience as a supervisor or team lead where you were responsible for giving work assignments, providing direction to employees, and monitoring/evaluating the work of others
Experience:
+ Records management
Typically gained by at least one (1) year of work experience using record management systems that included paper records, financial records, or digital records
+ Interpreting, applying or explaining state or federal laws, rules, and policies
Typically gained from at least one (1) year of work experience with the duty listed above. Experience applying, interpreting, or explaining policies, rules, or laws in the private sector will satisfy the experience needed for this qualification.
+ Researching and reviewing legal documents for compliance with laws and to identify and resolve complex issues (e.g. court orders, contracts, ownership, deeds, trusts, tax returns)
Typically gained by at least one (1) year of experience performing research and analysis of complex or technical material requiring in-depth program knowledge to determine if requirements were met and if they complied with established laws and/or policies
+ Creating correspondence and documents using word processing software
Typically gained from at least one (1) year of experience with the duty listed above
